Capital Planning and Investment Control and Enterprise Architecture: Alignment is Crucial to Agency Mission Success

(PRNewsChannel) / Harrisburg, Pa. / Pete Sullivan, Director, Office of the CIO, Department of Labor and Joe Rose, Chief Enterprise Architect from the Department of Education led a panel of industry thought leaders on a discussion of Capital Planning and Investment Control (CPIC) and Enterprise Architecture (EA) alignment at the GTRA Symposium.
Sullivan discussed how aligning an Agency’s EA and CPIC processes is a crucial element of an Agency’s IT strategy and for achieving IT Investment and Agency mission success. Rose stated, “An integrated EA & CPIC governance structure is essential to moving beyond strategic planning to strategic IT management.”
Mandated by law, Capital Planning and Investment Control is both the term and the concept within the Federal government for IT investment management. Aligning an agency’s Enterprise Architecture and CPIC processes is a crucial element of an agency’s IT strategy and is paramount in ensuring that investments are not simply aligned with the business needs, but are made in the most effective and efficient way possible.
“EA Practitioners from Department of Defense, Department of Homeland Security, Environmental Protection Agency, Interior, and Education were among many who placed alignment of EA and CPIC among their top areas of focus,” said Parham Eftekhari, Director of Research at the Government Technology Research Alliance. Eftekhari went on to note, “many solution providers saw a spike in the need for CPIC related activities among their federal clients and more executives are realizing that resources must be put toward CPCIC and EA alignment.”
Sullivan, who is responsible for the entire Enterprise Architecture and Capital Planning and Investment Control program at the Department of Labor said “the key [to EA and CPIC alignment] is to be successful with integration. Look at it in phases while rolling out EA and CPIC and be prepared for setbacks, learn from them, and keep moving forward.” Labor is widely regarded among EA practitioners as having one of the most productive and effective EA programs of all major agencies. The agency’s success in its EA and CPIC endeavors have helped Labor maintain green ratings in all 5 Presidential management Agenda areas, as well as receive a Presidential Quality Award in 2006 for its E-Government program.
