After experiencing an enormous crude oil loss, Ghana took a proactive step in hiring a firm to assist in deflecting the oil bunkering and implement proper procedures to secure loss.

Under the direction of the Ghana National Petroleum Corporation (GNPC) to decrease the incidence of oil bunkering experienced along their pipelines, Kufur Limited sought out and contracted with Ocean 10 Security, a Ft. Lauderdale-based company operated in principal by Stephen Teachout.

According to Kufur Limited, the firm selected Teachout’s company based on his background to develop programs, aerial surveillance and reconnaissance that could contribute as an unseen asset.

Teachout taught GNPC and Kufur Limited the ability to see intelligence, weapons, support, special operations and corporate partnerships at a high level.

“Ghana realized its huge loss that came as a result of oil bunkering,” Teachout said.

“Teachout supplied us with a wealth of information which will be used for decades to come,” said Dr. Edward Kufur. “His strategy is extremely multifaceted which includes preventative security measures and labor movement changes.”

Teachout created a security program for Ghana and Kufur while Kufur served as liaison between the two entities of GNPC, which is state and government owned, and the largest oil players of Shell, Exxon and Chevron.

Oil bunkering describes hacking into pipelines to steal crude oil then refining it or selling it abroad. It has become a major cost to Nigeria and Ghana’s treasury, which depends on oil for up to 80 percent of its earnings.

Teachout’s has a background with pursuing human traffickers, while with the U.S. military where he collected data on malicious activity and taught his client to “pay for sources” of intelligence of potential heists, malicious activities, and so forth. His experience opened Kufur’s eyes to potential labor issues, importance of background checks’, and other security aspects.

Teachout is an active participant of Corporate Council of Africa (CCA), a Washington DC-based non-profit organization, to enlist American corporations in Africa. His connection with the CCA is the common thread that connected him to Ghana.

Since joining the CCA, Teachout has worked with Ghana and Nigeria on various intelligence and security projects. His history with the Central Intelligence Agency and the special forces with the US Air Force have proven invaluable in his contracted positions with his clients.

During his contracted tenure, Teachout discovered labor faults in the oil industry due to his vast experience in human trafficking and intelligence background and experience.  According to Teachout, he saved the government hundreds of thousands of barrels of oil and substantial funds (US) from being stolen between the oil and labor fraud.
